<description><![CDATA[To the U.S. Army Corps of Engineers, the flood-protection system surrounding greater New Orleans was just another levee project. Many such projects are located in sparsely populated areas and merely keep water away from cattle and cane fields. So they are designed to a lower safety standard than, say, dams.

Our area's levees and floodwalls were built to that same relatively low standard. The hundreds of thousands of lives that depended on the integrity of those structures apparently didn't factor into the plans.]]></description>
