  Diebold Election Systems Inc. expressed alarm and state election officials contacted the FBI yesterday after a former legislator received an anonymous package containing what appears to be the computer code that ran Maryland's polls in 2004. Cheryl C. Kagan, a longtime critic of Maryland's elections chief, says the fact that the computer disks were sent to her - along with an unsigned note criticizing the management of the state elections board - demonstrates that Maryland's voting system faces grave security threats.

  Kennedy's reporting is bolstered by the accounts of a Diebold insider who has gone on record with his concerns. From the article: 'Chris Hood remembers the day in August 2002 that he began to question what was really going on in Georgia... "It was an unauthorized patch, and they were trying to keep it secret from the state," Hood told me. "We were told not to talk to county personnel about it. I received instructions directly from [president of Diebold election unit Bob] Urosevich...' According to Hood, Diebold employees altered software in some 5,000 machines in DeKalb and Fulton counties, the state's largest Democratic strongholds. The tally in Georgia that November surprised even the most seasoned political observers.

  New Diebold machines easily hackable. They should be banned from the November elections: The researchers demonstrated the machine’s vulnerability to an attack by means of code that can be introduced with a memory card. The program they devised does not tamper with the voting process. The machine records each vote as it should, and makes a backup copy, too.

  It’s hard to believe that nearly six years after the disasters of Florida in 2000, states still haven’t mastered the art of counting votes accurately. Yet there are growing signs that the country is moving into another presidential election cycle in disarray. The most troubling evidence comes from Ohio, a key swing state, whose electoral votes decided the 2004 presidential election. A recent government report details enormous flaws in the election system in Ohio’s biggest county, problems that may not be fixable before the 2008 election.

  Problems with elections in Ohio's most populous county are so severe that it's unlikely they can be completely fixed by November, or even by the 2008 presidential election, a report commissioned by Cuyahoga County and released Tuesday says. A nonprofit group hired to review the county's first election with new electronic voting machines found several problems with the May 2 primary, the results of which were delayed six days because roughly 18,000 absentee ballots had to be hand counted.

  The Justice Department is playing fast and loose with voting in Alabama. Controlling the voting rolls can yield important advantages, as Ms. Harris proved in 2000. The Justice Department’s actions in Alabama appear to be less about enforcing the law than about wresting control of the voter rolls from the opposition party, and making a Democratic secretary of state who is up for re-election in a few months look bad.
