      In its yearlong investigation, the paper built a database of military spending earmarks, culled from small type in budget bills. It married that with information on campaign contributions developed from sketchy reports filed with the Federal Election Commission. The journalists discovered, in the words of The Times' letter to the Natt judges: "People who benefit from earmarks generally give money to those who deliver them." And, The Times said, the public interest often is damaged. It cited T-shirts that could melt under fire and endanger troops, as well as a $4.5 million vessel the Navy had no use for and never took delivery on.

      An explosion in the use of earmarks by members of Congress is fueling new efforts to track the practice amid fears of rising corruption. The number of earmarks has surged almost fourfold over the past decade to 15,877 last year, according to the Congressional Research Service, the nonpartisan research arm of Congress.
