      Maryland Will Offer Electoral College Votes to Popular Vote Winner

      The bill, one of 105 signed by the Democratic governor the day after the General Assembly adjourned, makes Maryland the first in the nation to agree to let the national popular vote trump statewide preference. It would not take effect until states that cumulatively hold 270 electoral votes -- the number needed to win a presidential election -- agree to do the same.

      Such an agreement would not take effect unless adopted by state legislatures representing a majority of electoral votes. California's Legislature passed it in 2006, but Gov. Arnold Schwarzenegger vetoed the plan. A spokeswoman for Gov. Ted Kulongoski said he'll wait to see what action the Oregon Legislature takes before making up his mind...

      The first fruit of his effort, a bill approved by the California legislature that would allocate the state’s 55 electoral votes to the winner of the national popular vote, sits on Gov. Arnold Schwarzenegger’s desk. The governor has to decide by Sept. 30 whether to sign it, a decision that may well determine whether Dr. Koza’s scheme takes flight or becomes another relic in the history of efforts to kill the Electoral College.

    It’s a good idea, despite the smoke Prof. Hardaway is throwing up. If the Gropenator signs it, other western states may sign up.
