      Hobson said that when approached by panhandlers, he almost always informs them of available services and rarely gives them money unless he senses they truly are hungry. Then, he buys them something to eat.

      Three people were arrested and seven were issued summonses at two parks, city officials said, including a reporter and a cameraman ticketed for trespassing while covering the protest for KLAS-TV, the CBS affiliate in Las Vegas. "The idea was to go out there and show the mayor this ordinance makes no sense whatsoever," said Beth Monk, 24, a traffic reporter and radio comedy team sidekick who has engaged in publicity stunts including mud wrestling on the job.

      Los Angeles' policy of arresting homeless people for sitting, lying or sleeping on public sidewalks as "an unavoidable consequence of being human and homeless without shelter" violates the constitutional prohibition against cruel and punishment, the U.S. 9th Circuit Court of Appeals ruled today.

      Mayor Nickels' plan to address homelessness will send hundreds into the streets - knowingly. Many of those expected to be homeless are older veterans. Federal cuts are hurting as well - so much for Bush's compassion.
