      Motivated by a Tax, Irish Spurn Plastic Bags

      In 2002, Ireland passed a tax on plastic bags; customers who want them must now pay 33 cents per bag at the register. There was an advertising awareness campaign. And then something happened that was bigger than the sum of these parts. Within weeks, plastic bag use dropped 94 percent. Within a year, nearly everyone had bought reusable cloth bags, keeping them in offices and in the backs of cars. Plastic bags were not outlawed, but carrying them became socially unacceptable.

    • British regiment marks end to N.Irish presence

      The British Army marked another shift toward erasing military reminders of Northern Ireland's 30-year conflict on Friday with a parade to mark the disbanding of the Royal Irish Regiment. The UK has dismantled watchtowers along the border with the Irish Republic as part of the move and will halve the number of troops in the province, leaving a permanent military garrison of no more than 5,000.

    • US transferred prisoner without consent

      Ireland's Foreign Affairs Minister Dermot Ahern told reporters a civilian aircraft had landed at Shannon airport in southwestern Ireland last Sunday for a technical refueling stop en route from Kuwait to the United States. "Among other unarmed military personnel the plane was carrying a U.S. Marine convicted of a minor breach of the U.S. military code," he said. "While the transfer of such a prisoner would be lawful under international and domestic law, it requires the consent of the Minister for Justice. The U.S. authorities did not seek such consent. This failure, though inadvertent, is unacceptable."
