      A Marine Corps squad leader was charged today with 13 counts of murder for his role in the killings of civilians in the Iraqi town of Haditha last year, and seven other marines face counts ranging from unpremeditated murder to failure to report the killings, the Marine Corps announced today.

      Libya Sentences 6 to Die in H.I.V. Case

      PARIS, Dec. 19 — A Libyan court on Tuesday again sentenced five Bulgarian nurses and a Palestinian doctor to be shot by a firing squad for deliberately infecting more than 400 children with H.I.V., more than 50 of whom have died. The decision complicates Libya’s efforts to improve relations with the West.

      The sad state of the public defender system in New Orleans in particular, but also nationwide is discussed. Suspects around the country routinely fill jails and wait weeks or months for a lawyer and a hearing. When they do finally get a lawyer, that person is typically so overworked that they have little time to talk to their client, investigate the case, research the law, or otherwise provide meaningful representation. And so people plead guilty, at a rate of 90 percent to 95 percent.
