      In December 2009, the leaders of the world are scheduled to come together in Copenhagen to negotiate a successor to the Kyoto agreement. If there's any chance of that meeting providing a real breakthrough, though, there's much groundwork that needs to be done beforehand. In December 2008, after the American election but before Inauguration Day, the world is meeting in Poland to prepare for the Copenhagen climate talks. The winner of November's presidential election could rivet the world's attention on these negotiations if he flew to Poland in December and declared that the United States is back in the game.

      Rich nations' greenhouse gases up, despite Kyoto

      Industrialized nations' emissions of greenhouse gases edged up to the highest level in more than a decade in 2004 despite curbs meant to fight global warming, data compiled by Reuters showed on Thursday. "We're not on track to solve climate change by any stretch of the imagination," said Alex Haxeltine, an expert at the University of East Anglia in England. Governments were doing little to plan for cuts in emissions beyond Kyoto, he added.

      President Bush’s new nominee for Treasury Secretary, Goldman Sachs Chairman Henry M. Paulson Jr., not only endorses the Kyoto Protocol to limit greenhouse emissions, but argues that the United States’ failure to enact Kyoto undermines the competitiveness of U.S. companies.
