      Portland Police Officer Christopher Humphreys, central figure in the Chasse death case, has a violent past. No surprise. Problems with the powerful Portland police union and police training are mentioned. I voted for Mayor Potter, a former police chief, partly in the hope that he would instigate major changes to fix the long-time problems within the Police Bureau. So far he's done nothing. I hope the sacrifice of this young man will lead to permanent solutions.

      As Chasse controversy deepens, cops withhold key documents

      Police and witness statements are critical to understanding the case, given that the police bureau has described the fall as causing the punctured lung and the 26 breaks to 16 ribs that caused internal bleeding, killing Chasse less than two hours later Sept. 17. With the grand jury over and with no charges levied against Humphreys or anyone else in Chasse’s death, those statements are public records. But the police bureau has refused so far to release them, preferring to wait up to two weeks to release all its materials on the case at once. “It just wouldn’t be appropriate at this time,” bureau spokesman Sgt. Brian Schmautz said. “Everything will come out together in short order. But we cannot release this right now.”

      From the "memo" - great post! These recent cases like what happened to James Chasse, are just becoming too obvious. Do you realize how hard we have to work to concoct these stories to keep you out of court? What about our needs? Do you think we're not busy enough as it is? Do you think we like manufacturing or selling these ridiculous stories just because you go out and kill somebody? We're busy too, you know. So how about some cooperation?

      Portland police officer Christopher Humphreys seemed certain when detectives interviewed him last month, three days after the in-custody death of James Chasse Jr.: When he fell after a foot chase, he landed not on top of the much-smaller Chasse but on the sidewalk. So if Humphreys did not land on Chasse, and if the falling officer did not cause the punctured lung and the 26 breaks to 16 ribs that caused internal bleeding and killed Chasse less than two hours later, what did?

      Chasse's Family Disappointed By Grand Jury Finding

      Mark Chasse, James's brother, called the grand jury system "deeply flawed" by a blatant conflict of interest. He says justice cannot be expected when the Multnomah County DA is responsible for investigating the misconduct of the same officers it works with every day. Mark Chasse: "If the DA's office cannot get an indictment against these officers for their brutalization and torture of James, it is hard to imagine when they ever might. This system ultimately substitutes justice by public relations and political spin for anything resembling actual justice.

      From "accident" to "tragedy"

      Today's the day that a Multnomah County grand jury will hear the story of the death of "Jim Jim" Chasse, an unarmed, mentally ill man, at the hands of Portland police on September 17. In theory, criminal charges could be brought against the officers involved in the killing, but let's face it, given the history of how these things go in the Rose City (and we get at least a couple of them every year, it seems), the odds against an indictment are 1,000,000 to 1. I wonder if Schrunk's got another killer cop defender coming in as an expert witness, as he has in the past. I wonder if the original police story of why they chased Chasse down -- "strange behavior" and "possible public urination" -- will morph into something different.

    The state medical examiner, Dr. Karen Gunson, cited blunt-force chest trauma as his cause of death and wrote that the injuries were caused “by another person or a fall.”

    Sure. You fall to the pavement once and break 16 ribs. Happens all the time. Good call, Doc.
